Quite a few times folks have responded to one of my classifieds not to buy or sell but just to pass on very helpful information. Would giving them a rating for being helpful be Ok? Or should I just say thanks in an email?

What I know, the public does not approve, and what is approved, I know to be error.

I think either way. I have seen lots of positive
ratings where nothing was bought or sold, so it
certainly is done. And later on your comment might
help people decide this person is legitimate.
Just for clarity you might indicate nothing was
purchased -- "I did not buy the scope,
but he provided a wealth of useful information," etc.
