How does "Instant Cash Wire Transfer" work

I am looking at eye pieces and instead of the normal PayPal option, an ad has "Instant Cash Wire Transfer" as the payment method.  Is this a safe payment method?  At least with PayPal I can dispute it if my item isn't received.  I'm a newbie and may just be overly paranoid.

Unless you have done business with them before I would not recommend it, if you pay with anything other than paypal then you might receive a plastic monocle instead of an eyepiece and get told to go pound sand when you complain and not have any recourse ..... Stick with paypal and DONT use the friends and family option either.
