The Consensus in US Government class I took in College said U S Grant was the least competent U S President.
My personal pick would have to be Tricky Dick. I once saw him shove/push Ron Zigler ( his then press secretary ) at the Western White house in San Clemente Ca. almost knocking him over, in order to elude the press corps that was closing in for some questions.. "keep those bastards back" is what I heard from where I was standing. I had recently returned from a 13 month tour in South East A. and was now stationed at nearby Camp Pendleton.
