I visited a Big Lots this weekend and they had Honeywell lockboxes that could be opened via a PIN number or with an over-ride key for $20. They were about 4-inches deep and big enough to hold an 8 1/2 x 11 sheet of paper. On the bottom, they also had about an inch of foam insulation like you'd find on an eyepiece, telescope, or gun case.
While the box did not look particularly flame proof (supposedly the foam is ignition resistent), it did look like something that might be adequate to store various items in a readily accessible, but locked location.
