Good question. I can say how we should NOT retaliate, and that is by attacking someone who we aren't positive is responsible. Sorry, but pressure to set an example for political reasons, or taking the opportunity to oust a regime on someones blacklist wouldn't be good enough. Beyond that caution, I'll just wait and see if anyone else has an answer to the question. It is a good one.
