According to the article:
House Resolution 5843, titled the Personal Use of Marijuana by Responsible Adults Act of 2008, would allow "a very small number of individuals" suffering from chronic pain or illness to smoke marijuana with impunity. The legislation is cosponsored by Rep. Ron Paul, R-Texas.
That's not legalization, just the end of harassment for people who need it medically and whose states allow it.
I don't think that's a bad idea. It is ironic that the party that wants to do away with all regulations makes the exception with illegal drugs.
Must be some money there to be made. :S
