I would say thickerer. I don't think making the ring wider say 2" would have a significant effect on flexture. Where doubling it's thickness would stiffen things up quite a bit.

If you think about a piece of ¼" ply, no matter how wide you make the ring you can flex it pretty easily. Now think about a ½" piece, how much harder it is to flex it. Wha-la

I agree with Tom, a roll over would have the least chance of setting off the HOA. A dome as you show as an alternative in your drawing would probably send them into a cataliptic fit grin , best stay away from that.

You could fashion a box with the back side open for cooling and insolate in with a couple layers of sound deadening material. Then run an extention cord and set it up far enough away that the sound wouldn't be bothersome.
