Celestron Ultima help

Well, it had to happen sooner or later.
Got this outstanding scope years ago in a trade. Celestron Ultima, wedge, Polaris pointer and tripod.
Built like a tank and great looking. Now for the bad news. Powered scope, lights go on (green charge solid and power, red blinks.
Pressing the hand controller does nothing. Off with the 4 screws that hold the top place reveal the circuit board, motor and caps.
there is NO voltage going to he motor. Power pack shows 16v dc. Heat sinks are hot.
Looking at the top, there is a power (blue) plastic controller (don't know what to call it) that forever turns.
Any ideas?, suggestions? The scope in in almost pristine condition and I would like to restore it to a working condition.
