Can't change email without $$, was a RED supporter

The system requires me to pay $12 to change my email address, even though I've been a red level supporter several times (but not currently).

If $12 grants the privilege, is it unreasonable to believe that 10 times that sum of previous support is more than sufficient to meet the current requirement?
