Bad Battery or Bad Charger?

I've got a Kendrick 12v 18 amp-hr battery , which is not charging with the Kendrick charger. The red light on the charger refuses to turn green (indicating a full charge). My volt meter says the battery is charged to 9 v, but stays there no matter how long I have it charging.

All connections seem good. The fuse on the charger is good and the battery and charger are only a few years old.

What is the open circuit voltage (no load) of the charger?? If the open circuit voltage of the charger is 9 volts then the problem is the charger.

If it something like 14 volts or higher, then it is a bad cell in the battery.

Not sure where the best place to buy a battery is but I did by one of those quick start units for my car/motor home with a similar sized battery as well as a charger etc for around $25.

Is this a trickle charger? Is it one of the types that checks for voltage load before it starts charging to prevent overcharging the wrong type of battery? Some chargers will not start to charge a battery that is too low (usually below the next common voltage, i.e. below around 9V for a 12 V charger). You could buy a cheap non-trickle charger for it, hook that up for a few hours, then switch to the trickle charger (the cheaper chargers don't do the voltage check, but don't leave it connected too long or it can overcharge and damage the battery). Or if you have a cigarrette-lighter connector, you could hook it up to your car for a few hours to get the charge up over the trickle-charger threshold voltage.
