I have a Celestar 8 (circa 1997) and would appreciate advice from anyone on how I can obtain a Hand Controller.

Alan,
I lost mine a couple of years ago and simply made one from 4 switches, a plastic soap box and a phone plug I stole from an old telephone. Actually worked better than the original - cost $11. I have a pinout if you are interested
