The instructions are not very clear, In the raised position should the "high" side of the wedge plate be on the north or south side. If I line up the index marks and shift the tripod/plate to center the north star will I be ready to go??

The wedge plate should be 90 degrees perpendicular to Polaris. Assuming you have a degree marker on your wedge, if properly leveled, it should be 30 degrees for your latitude.
