My guess is the sticker came loose due to vibration and heat during shipping, and of course it landed right on the primary, sticky side down. You admitted to losing the set screw, so it's hard to fault the seller on that one.
The time to complain to the seller, return the scope, and ask for a refund, or to file a claim for damage with USPS was when it was first received. The seller likely shipped the scope in working order and USPS found a way to make some pieces come loose during transit. Now that you have disassembled the scope and worked on it for over a month, it appears by your actions that you have assumed ownership and responsibility.
