Secondary offset is done with the spider or when the secondary is mounted to the holder? I will be attaching the secondary to its mount with sillicone II.

The spider is the easiest way to accomplish offset. The offset toward the primary is done with the secondary stalk. At least that is how I always do it.
You could offset it away from the focuser with the mounting, using the glue and positioning the secondary. But this would be hard to do with precision. easier to just move the spider side to side with the mounting bolts or nuts.
