I believe we're probably the highest priced in the nation besides Hawaii. Two causes have been cited in the media. First, in what seems to be a replay of the same excuse every year, SCHEDULED ANNUAL maintenance is taking longer than expected at at least two refineries. If it's indeed "scheduled", then you know when it occurs and how long it takes. The second reason, apparently in response to the first, is that several refiners are now offline due to "unscheduled" maintenance.
I'm just wondering when the annual refinery fires will reoccur when the above no longer suffices. My guess might be Richmond, site of a number of prior Chevron refinery fires. Your guess?
