Gas Prices: Invoke Jones Act Waiver

Exxon Mobil over-pressurized a critical part in their California Torrance refinery and it blew up. Couple that with a strike aimed at refineries and Ca is screwed. While I'm upset we have to pay for Exxon Mobil's kaboom, I think their proposal on the strike action makes sense:

What, Exxon Mobil and their engineers can't put in a pressure gauge that warns about over-pressurization and shuts down the system before it blows up?
