I have just been notified by my contact at the county that the board of supervisors will adopt the outdoor lighting ordinance on November 13 and it will become effective on December 13! This is a tremendous victory for dark skies! I have a PDF of the revised ordinance that will be approved by the board of supervisors and I'm awaiting some assistance in transforming it into a link so I can post it in the AM.
