If the world is broken up into 24 hour blocks, which means anywhere can be 12 hrs ahead or behind at the most. How is it Australia is 18 hrs ahead?

If you really want to show off, point out that some parts of Australia are 18 hours off, some more and some less than 18, and parts are even a half hour off of that?
