This guy should have been able to wave his arms and should have been seen by airport security who should have greeted him at the gate. It's not his fault that they weren't paying attention.
When I used to sail off of Reagan National in the Potomac, the DC Harbor Police were the primary rescue group. But, the airport would sometimes send a small fire boat to the rescue of mariners in serious distress.
