Should Congress Recuse itself?

Just wondering. Since the government owns about 60% of general Motors, which is a mojority interest, should congress and the administration cease making any comments, fines, or futher regulation concerning motor vehicles? It seems to me that a majority share holder of a corperation having the power to subject its competition to rules and laws of their making is the height of corruption. 8O
