All one needs to do is review the document and search for the word smoking.....you will find this:

Sure, the hype regarding 30 million for crack pipes is false.....its 30 million for the overall program. The fact remains that like Canada and Ireland and perhaps others have approved distributing glassware for smoking drugs because its safer than using cans etc......

LOL did you read that article all the way to the bottom?.....Did you read what it says about Canada and Ireland as well as the fact that they got no response when asking if indeed the pipes were in the kits?

The article Rod posted "defines" the kits.....per Canada and Ireland, Canada who proposed including glassware to smoke drugs in theirs and Ireland (and maybe others) who has been including them in their "safe smoking kits" since 2016.....
