LOL - did you even read the source you cited? It's a request for application for grants, not a policy declaration, not a list of requirement equipment, etc. Respondents are to propose their own recommendations for the types of things they're going to do, and based on the content of their proposals, will be accepted or rejected by the Gov. You're deluded if you think grants will be awarded to respondents who propose supplying crack pipes.
You can even search the document for key words, like "pipe". Good luck with that.
When you cite a source it helps if you read it first - maybe even know what it is. Now cue the "I know that, I'm just yanking your chain" response.
Here's a hint: If you want to cite an actual source, look for submitted proposals that were accepted and funded, and read what they are actually doing. I defy you to find one that includes crack pipes.
You really arent this stupid are you? The point was the language "safe smoking kits" even Rod's link has info about Canada proposes including glass pipes and Ireland has since 2016 in their "safe smoking kits".....
No one here said anything about them actually calling them crack pipes so searching for "pipes" means nothing.....and no this isnt about yanking your chain.
I get it though.....you are still stinging a bit still from our last round.....
