It was titled "Civics for Dummies", and it explained in there why we don't have 435 US Senators to match the Number of Congressmen in the US House of Representatives, the way you thought it should work.  

If you don't get it after reading the book, just consult the closest 7 year old in your vicinity and have him explain it to you.  

Perhaps then you'll get it!   Cheers to your vacation and I hope you can manage to buy some Sushi before you depart from Japan.

If you need some extra cash I'm guessing their has to be one or two US Congressmen on that boat, whose boots you can lick clean and they'd pay you a couple of sawbucks and you can afford that Sushi!!
