This point seems almost too obvious to point out, but the CDC and the HHS and FEMA are not involved with impeachment. There is no reason they would have been distracted.
Trump took China at face value early on in the crisis and even thanked Xi for China's transparency and praised the Chinese response to the crisis. At that time, US intelligence services were telling Trump that the Chinese were lying.
I could go on for quite some time, listing all of the missteps by Trump regarding this crisis. The truth is that this crisis was utterly foreseeable in every detail. The US government has extensive policy reports and simulations on this exact subject. They even have an NSC pandemic playbook that the Trump administration chose to ignore. He fired the white house global pandemic team, and he eliminated a key US public health position in China whose purpose was to help detect disease outbreaks in China. Trump wasn't distracted. The alarm bells were ringing, and the emergency lights were flashing. He chose to ignore them and actively worked against any foresight for this crisis.
I'd add that the Trump administration was warned as early as November of last year:
"U.S. intelligence officials warned in November that the coronavirus spreading in China’s Hubei region could become a “cataclysmic event,” ABC News reported Wednesday." "Policymakers, decisionmakers and the National Security Council at the White House were repeatedly briefed on the issue,"
