Sunlight constitute a lot of IR (not sure what’s the %) that heats the environment.
The roofing material that you are suggesting needs to reflect IR. Because of Global worming or politically correct “Climate change” and deforestation changing the landscape, increasing the area of desert around the globe! One would expect that the sand mostly light in color will reflect sunlight! Also it looses heat quickly. One would expect that will cause the cooling effect! It will unless the material used reflects the same wavelength as it receives. To me still it will be a drop in ocean as most of the countries around the globe uses clay (some form) , concrete for roofing!
