It's would seem that 13% Unemployment could not hide itself. I believe, though not completly certain, That all Adminstrations count the unemployed similarly. Carter, Reagan, Clinton and Bush.
Underemployment is a myth, or choice.
I do see a slowing, but people are still busy, hiring restricted to top tier people who are known. No one is taking risky hiring choices.
It tough to look at a microscope to see the whole picture. Manufactering will, by it's nature be slowingdown, while service industies may be steady or hiring.
