As a current Rochester resident, those 50 days usually coincide with a full moon.Roland Christen said:

And I'm not saying that the system shouldn't help the poor and unfortunate or that everyone on the system is a drug addict. I grew up on the system. But my mother worked every day to provide for us. I've seen it all my life, living in poverty. Now I work for a non profit company that specializes in low income housing. I see a lot of activity in our properties. Most of the drug addicts I see don't work. They are on some type of assistance or they rob and steal from their neighbors who are on the system.
