Dirt and small particles don't reflect much light and serve to shadow themselves on the mirror so only the tiniest amount of light loss and scattering occur.
I once had a 10" newt that I would drop black carpet fibers from a sweeper bag that would induce static magnetism in the fibers onto the mirror to reduce overall brightness of planets at any given image scale. The contrast was improved enough that I could use less mag and see more detail especially when seeing wouldn't permit the highest mag levels.
If we use good cleaning methods (lets don't start that one again)I think it's best to let a mirror get really darn dirty before cleaning. As mentioned before, the secondary does need to be clean always.

Should be very good. Lower focal ratios can be very good too. A well figured mirror is a well figured mirror 
Aperture masks can make moment to moment views steadier in bad seeing conditions, but are put aside when seeing is good. More aperture means better resolution potential as you know.
