You're right to go after better quality eyepieces. I regularly use a Meade 24.5 SWA and a Nagler 9mm (type 1) and enjoy the views every time. Used but in very good condition each would be close to your upper end dollars.

Have you tried these as an alternative to teflon? My guess is that because of much lower friction scope balance would be a much larger issue.

Your project is very ambitious. I've done single lectures offering more than a 'popular' depth of coverage and feel that I've learned a lot in the process. You're fortunate if you have a group of people interested in such a course. In a small community like mine there would probably not be enough interest.
I think that the topics you list is pretty comprehensive. I assume that you'll cover the cepheids and their role in distance estimates.
Best of luck with this project. A broader appreciation of the cosmos is very important.

I agree with Tom's comment if you're looking at low to medium priced scopes. The high end scopes like AstroPhysics and TMB have short tube optics which will take high magnification without color or other distortions -- for a price.

"JB Weld" for mirror cell?

The brittleness of "JB Weld" is certainly an issue. I've successfully used it in combination with metal pieces which could be bolted together (one of the pieces tapped) for extra rigidity. Roughing up the surfaces to give the "JB Weld" more surfaces to lock onto also lessens the risk of things coming loose.

Thru relatively poor sky (4 of 10 or so) I had an exquisite view of M13 using my Denk II's with Meade 24.5 SWA's and Nagler 9mm type 1's.
The scope has a Pegasus 18" primary.
There's a special stereo effect that comes with binoviewing -- stars resolved across the cluster.
M51 was a bit muddy by nice too.
I'm fairly new to binoviewing. It only seems to get better with experience.
