The right wing media site obtained and provided 900 pages to him for his interpretation. No second opinion from an uninterested qualified scientist who hadn't already opinionated that whatever he had read previously and already had determined by that material a gain of function had occurred while other scientists disagreed and said there wasn't any. Again, it was a safe bet as to what the Rutger's scientist would conclude which is why the right wing site gave it to him in the first place. They gave him the fuse and he lit it. And then they posted his opinion that not only Fauci but the doctor from the NIH "lied" as well. Then of course, Faux news simply repeats it. Must be some sort of conspiracy among Fauci and the NIH doctor to provide funding for gain of function research to the Chinese lab in Wuhan and then lie to cover it up. That's the gist of the smear and how it all went down... 
PS: I wonder if the Rutger's scientist got a stipend or an honorarium for reviewing 900 pages of material or perhaps he did so out of his natural intellectual curiosity? What do you think?...
