Which part of "sexual orientation and gender identity are not in school curricula in any public primary education anywhere..." do you disagree with?  I don't believe that having an offensive book in the library makes the book's content part of any curriculum.  My school and my kid's schools had tons of books in the library that were not part of the curriculum.  The books are there for supplemental reading, research, that sort of thing as I am sure you are aware.
