Hi- I am a total newbie. Just took delivery of my first real scope, a used ETX-90 bought on Ebay. In testing it to see if all of the controls worked, I find that when the scope is horizontal to ground (Lat 90), the declination controls will lower the scope, but will not raise it. The dec lock is definitely off, and the scope will move freely up and down when adjusted by the lens barrel. Is this normal or is something broken? This is an older model. Any input would be appreciated.

In checking it out, I find that when the barrel is parallel to the ground, with declination lock off, the declination knobs will lower the scope but will not raise it.
