The list of scientists that are backing g.w. only number a little over 1200 and some of their support has been reclaimed. In case you didn't know it 2 weeks ago a report from over 35,000 acclaimed scientists, including some of the ones you are relying on, now claim that human caused g.w. is not a factor for climate change and that the trend we are now seeing is a natural process. In fact ocean temperature studies have indicated a cooling trend is beginning.
On to oil and petroleum products. Where are these mythical 40,000,000 acres? Which Oil companies are sitting on this oil ocean? What is your REPUTABLE source for this information. Oh, yeah our wonderful Congress will not allow them to drill since they passed the domestic moratorium on all domestic drilling. Did you know that with the clean air act restrictions and the growth in technology since then that most if not all of our use of petro products is virtually clean. Most automobiles produced are limited to 0 emissions during inspections. CO2 is the largest complaint for fossil fuel emissions today. Yet it is also the most necessary compound for the continuance of plants and trees which emit the O2 that you are so worried about. The Big 4 are working hard to produce alternative energy vehicles. I believe that Ford is set to market, if they haven't already started, a hydro car. However, conservation has NEVER saved a dime as far as energy, and the U.S./World economy CANNOT continue to handle energy prices that are continuing to sky rocket. All of your proposals are fine and dandy, and take years to implement, but we need a quicker fix. The only short term sustainable fix is to increase production (Law of Supply and Demand)! Drill and drill often! Expand the capacity of the current refineries and build new ones! Open up the oil ocean under Wyoming, Alaska, the Gulf, Atlantic and Pacific Oceans, and anywhere else it is and start pumping!
