How to give a member a rating if they don't show in your "unused" ratings???

I'm trying to give a positive rating to a member here who purchased an item from me. The trouble is that he doesn't show up in my "un used ratings" What can I do?

I have the same issue! Bought scope last week, no unused ratings on my account! Hard to figure out what to do! This process needs to be made easier!
