Steve,
I spent some time this past weekend hunting down planetaries and spent a few minutes looking at this one as well. In my 9.25" under very dark skies, it was a steady glow in the eyepiece. The central star did seem to blink in and out as the seeing allowed- maybe thats supposed to be the blinking part.

I remember my first view.... I didn't think I had the right planetary because it didn't blink.. Then I used averted vision and it got bigger.. I switched with the direct on view and then averted which created the blinking effect.. It was only then that I knew I had the right one for sure...
