The 'national group' here is Iran and its people. The "causing of bodily or mental harm" is Trumps threat to destroy power plants and other infrastructure. In his words, "...bomb Iran into the Stone Age..."

You are right about one thing - he hasn't given the order yet - so when and if he does that's the 'illegal order' that I hope the US military leaders refuse under the Universal Code of Military Justice.
I suppose that if the generals refuse the order then Hegseth can fire them all tomorrow and replace them with compliant generals - he has form for that.
