Moom and Venus - Weird Moom Artifact

Check out the weird double effect of the moon, I took this tonight with my Digital Rebel and Canon 28-135 IS lens. The IS was off as the camera was on a tripod. I took about two dozen shots and this was the only one to exhibit this artifact. Picture details: 3.20 sec exposure, 9.0 F-Stop, ISO 800, 135mm focal length. I cropped the picture in PSE. This was one of the longer exposures. Any thoughts on why this one has the artifact?

Quantary lens. 2 seconds @ F5.6 ISO 320
