Any suggestions on repairing this damaged print?

I took this shot in the mid 80's and it has been in a frame ever since. Sun exposure has discolored the print, and if you look around the outer edge, you can see what it is supposed to look like. Any thoughts on how to repair this favorite shot of mine in Photoshop?

Hi Russ, I did some quick runs at it, but the real problem is that when the blue is corrected, the background and all the other data is affected too. The contrast between the good background and the foreground just is not easy to correct either. This is not going to be an easy fix I fear.
