Is there a possibility that the code requirement will be removed from the requirements to operate on the HF bands? With the advent of the Internet, ham radio needs to drop this antiquated requirement in order to attract new people to the hobby. The alternative is that the FCC will eventually attempt to reclaim the spectrum.

A friend of mine came up with an interesting idea -- remove code as a basic requirement for any class of license, but make it an "endorsement" to the license. Only those with the endorsement would be allowed to use whatever segment of the bands ends up being assigned to A1 emissions.
