Who makes the best filters? Lumicon, Baader, Meade, Orion, etc..? I would like to be able to place the filters in the diagonal for convenience, but am worried about image degradation. Any feedback would be greatly appreciated.

Errrrr, what kind of filters are you referring to?
Nebula, color, solar, LPR?
I'll assume you are referring to Narrowband filters... (but I could be wrong...)
Lumicon makes some of the best, but there are some manufacturers that are almost as good, if not better on some particular filters...
Orion also has the UltraBlock, which is considered to be a VERY CLOSE match to the Lumicon UHC... (these two are probably some of the most popular and most useful ones)
Of course there's also the O-III filters, for which I would say Lumicon is the best one out there...
Anyways, let us know WHICH filters in particular you were referring to...
